stretching and repotting

i have stretching issues and i am planning on repotting to correct this. I was wondering since the stretching is very bad if i can burry the plants past the first set of false leaves (not sure what they are called) or if i have to keep them above the soil.

Stretching, is a light issue.
You need more light.... whats the situation.... what light are you using.
yes you can either fill the current pot with more soil. or you can try to repot and plant them a little deeper.

Bury up to the first set of leaves. I think you are OK to bury the cotyledons, they wither and die soon after sprouting anyway.
