There is a seedbank forum here at GC, read up there. Two reputable seedbanks are Doc Chronic and Gypsy Nirvana's Seed Boutique.

i dont have any experience with other seed providers but both times i ordered from dr chronic, using a credit card, my order was in my midwest USA mail box in a week. that's pretty darn fast. (i hear the dr gives freebies sometimes but none so far.
