Check out the "Marijuana Cultivation" tab at the top here; there are subforums for microgrows and lighting. Browse through those & you'll get lots of practical tips.
Tight budget means compact fluorescent (CFL's). Check WalMart and Home Depot. Look at the ACTUAL wattage consumed, not equivalent light rating. Get minimum 23W bulbs; personally I think the 42Watts are better.
The real measure of light is the lumens produced per watt (more below).
Also look at the color rating of the bulb, you'll need cool white (Kelvin rating around 6500) for the vegetative growth stage; and warm white (around 2900) for the bloom stage.
Count on using about 100W actual for the first square foot, and 50W actual for each additional. More is better.
Light types in order of preference, and estimated lumens output:
Regular old home incandescent - 15 lumens/watt and waaayyyy too hot
CFL & LED - 40 to 60 lumens / watt
T-5 Fluorescent - 90
HID metal halide (veg) - 120
HID high pressure sodium (bloom) - 150
Spend plenty of time reading, researching, figuring out your grow space, getting your setup in place, then try. So many options, so little time... then just do it.
Bestaluck to ya.
