Well... seeing as none of the stuff they sell here at the City is illegal, I don't see why you have a problem. Apart from the room mate thing....
I'd guess that the packages are plain... you know... discrete.
And you're room mates shouldn't really be opening your mail anyways, so if they open the parcel and find a bong or a pipe then they can hardly look down on you, seeing as they've basically gone through your stuff. In which case, kick their asses.
There's probably someone at the City store who you can e-mail questions to.....
