I saw that article a while ago, it's in the latest issue of Time magazine (in fact, most of the issue is dedicated to marijuana and, surprisingly, it doesn't seem all too biased)

I disagree, however, I don't know if 'likely' is the right word, but it's more than possible that Nevada will legalize (yes, legalize, not just decriminalize, there's a difference)
If prop 9 passes this year, and again in four years it will become legal to buy and/or posess 3 oz. of marijuana in Nevada. It will be sold in state-run shops and will be pretty heavily taxed but no more than tobacco. It will still be cheaper (not to mention more reliable) than anything you can find in the black market. Considering that they fully plan to exploit this and make money off of it if they can (the state of Nevada I mean) quality probably won't be an issue either. People will continue to grow their own and buy from black market dealers if the legal weed is shitty.
