i'm not sure if you read the article, but the point was that the current fad of 'zero tolerance' doesnt even incorporate finding out if the person was taking anything at the time. Even if a person drives after a couple of hits, studies (appear to) show that small amounts of marijuana have no adverse effect on driving - so we need a law more like alcohol, which sets a 'limit' past which you are considered influenced.
