Personally I've only heard of that on TV shows with extreme cases, and in most of those situations the police don't arrive in time anyway.
I've only had experience with people dialing 911 because of medical emergencies or fires.
Police are there to catch perps after they commit the crime, their only ability to deter crime is by providing a "presence" to make people think twice. Other than that it's all about cleaning up after the fact.
There are some exceptions to that, but for the moist part the only crimes police help out with are domestic disturbances. |

Besides I already 'donate' to the police. It's called Taxes
