Put the CFL bulbs as close as you can get them without them burning the seedlings. I had this problem.

Basically lower the lights as close as possible and use the back of your hand to check for heat; put ur hand between the tops of the seedlings and the lights, if its hot move them up a little.

This solved my streching problem and I am using CFL's also you can get them pretty damn close before you start to feel any heat.
