It definitely won't slow down flowering. In fact, once you get a dense canopy and little light reaches the lower buds, it can be very beneficially to add CFLs right at the base of your plants (shining up).

Remember that even without any cooling you can pretty much put CFLs inside your plants, so if they're not within 1/4", you need to move them closer.
