I'd like to start flowering butttttttt............

Medium - Soil
Brand - Schultz Moisture control now, but unsure of what was used before
Indoors
Strain - Northern Lights #5
Age - One month old from seed, 25 from sprout
Lights / Wattage - 4 CLF bulbs 42w each 168w Total
Light Distance - 2-3 Inches
Distilled Water every 2-3 days
No Fertilizer
No PH Meter ATM
Temp 75-82 degrees 30-50% humidity
2 Bigger plants in 6inch pots, small one in a 4inch until today, now its a 1 gallon.
Bugs - Yes but not anything odd or larger then a fluff of dust

The two big plants are mine, they have been from the start. The 3rd small one I inherited from a friend whose grow was discovered by his parents. All the seeds are mine, ordered from the same seed bank. We planted them on the same day, but we started them in different soil we had bought independently. I transplanted it into a larger pot tonight with the soil from the other two, but I wasn't sure if it the soil could even stunt the growth like that...I'd like to start flowering the two bigger ones, but what should I do with the small one? Will it catch up to the rest of the plants, or is this some phenomenon that happens a lot and I should give up on it. I was considering making a smaller grow box for just this one plant, but I wanted some input before I put the time into building something if it will never grow into something.....Thanks!
