Self reporting. But you can not just join and be given medicine unless it is an ongoing group. You have to contribute to the grow to be able to get a portion of the harvest. All much be legal patients to join.
It is self help program. Either you help yourself or stay in your current situation. These are community grows where costs are shared. NO profit.
