Well they have competitions for the elite hackers to see who can hack into the DoD data base the fastest. The winner gets a job with the gov't.
Now compare Windows, Mac OS X, (insert other operating system here) to the DoD data base...don't you think those operating systems would be a lot easier than the data base for the Department of Defense?
