Well, a typical space heater can draw 1500w, a Hi-Def TV 400+w, a hair dryer is almost 2000w. When you think about the power usage of everyday items, it can help put things in perspective. You'd need to be pulling around 5kw or 5,000w per hour for at least half the day to raise the eyebrows of a power company.
Not to mention, your power bill cannot be used to obtain a warrant (not in US anyway). It can be used to further incriminate you if you've already been caught. But a high power bill doesn't exactly send the power company running to the authorities screaming "Grow Room". If you pay your bill and have a clean place (devoid of growing evidence, smells, etc.) they're happy to sell you the KWH.
Also, most meters are read wirelessly, from a distance, so the meter reader never has to get very intimate with your grounds. Hope that helps.
