Amsterdam is doing this for its own reasons, it's not indicative of the global issue.
This bid is an attempt to make The Netherlands more Islam-friendly. The country (And much of Europe in general) is currently in a transition from liberal democracy to Islamic theocracy thanks in part to the influx of Arab and Turk immigrants. The politicians have to satisfy a growing, vocal, and violent part of the population, and outlawing indulgences like prostitution and drugs is a staple in most religions including (And especially IMO) Islam.
But yes, you are right, Cannabis will be outlawed in The Netherlands in out lifetime. I estimate within 10 years.
