It's not going in that direction just yet. The city of Maastricht is planning on making a sort of marijuana boulevard, outside of the city center, so people don't have to complain about the smell or crowds of foreign stoners hanging around town.
Also, i've heard plans of government controlled grow-ops (couldn't think of a better word) which would also be awesome.
