I think you can grow with that light. But, I think you have better options. Based on what I can find, it doesn't appear to be the right spectrum. It really isn't designed to grow plants. Like I said, I think you could but I wouldn't recommend it.

I would go get some CFLs if I were you. They are cheap and readily available.
