Basement should be fine. Just clean it up real good before you start and pay attention to things like humidity and temperature. Basements get very damp and that's bad for plants, especially in flower. They also get very cold in the winter and thats bad for plants too. Any old plug in timer from Walmart/Home Depot/hydro shop/etc will work for automatic light on and off.
