Vicks Steam Inhaler to be used as Vaporizer? Get at me blades!

I saw this today as I was walking through CVS with my mother. It caught my eye, and I figured I'd check in with the city to see what everyone else thinks. Here's a picture:

It even has packages with refills. I was thinking that this little device could be an AMAZING smoking device if configured and applied properly.

Info:

  • Self-regulating heater - gently boils the water
  • Soothing steam penetrates nasal, sinus and throat passages
  • Soft plastic hood - designed to fit your face comfortably and allow cool air to mix with the steam
  • Variable steam control - adjusts the steam and temperature, allowing you to breathe more comfortably and naturally
  • Compact and lightweight - only 8.5" tall and weighs less than a pound
  • Automatic worldwide voltage - convenient for international travelling
  • No need for extra inhalant fluid - use with water only.

It mentions something about water. I'd have to actually see this device to be able to tell if I could use it for smoking, but I'm sure if I could it'd be put to great use. If anyone has any first-hand knowledge, please let me know either by posting here, or PMing me. Thanks.
