Well, I'm not exactly a professional on the matter but this year I have a 100% success rate with seeds germinating (using about 20 seeds) and my opinion is that you should plant it as soon as you see a root forming. The sooner it gets used to your soil, and not a paper towel, the better. The point of pre-germing is to make sure the water penetrates and triggers the process, whereas without pre-germing you can't really monitor moisture as well and it will never stay as well moisturized.
