yes cfls can get warm, especially at the bottom part. Keep your plants about an inch away, and no more than 2 inches. The 23 watt bulbs will work, but for flower you will need 100 - 150 watts total of cfl power for each plant. Make sure to have good air circulation and you shouldn't have problem with heat. Probably 2 - 3 fans depending on their size.
