Resin has THC in it, but it's NOWHERE near pure THC. Depending on the kind of bud, I'd guess around 10%, but it also smells and tastes awful.
If you want to get the resin out, heat it up, scrape it with a knife. If you want to make it into BHO, add it to the bud tube in a BHO run.

unfortunately you can't chemically extract THC from resin, because the tar is also non polar.
but if you want to try it with bud and are afraid of using BHO, iso works well also but take a little longer. hit up the search button for help.
