Dont cut them off, they dont look too bad. It does look like it could be nute burn-flushing with good water will get rid of excess salts in the soil. To test the pH, you should get an elctronic soil tester. It has two long electrodes and you can get them at Home Depot or any garden supply store. If youre short on money, I would say hold off on buying one--pH problems usually result in a nutrient deficiency/toxicity of some sort and it doesnt look like thats your problem.
