Get those tops off, and get them as much sun as you can, over the next month they will re-veg. They aren't too far gone yet, you could try boosting ther nitrogen intake. I recommend Metanaturals Liquid Nitrogen 16-0-0. It will take a few weeks but they will re-veg.
Can you grow in bigger pots? If so I'd say transplant them to 10 or 15 gallon size. You'll be happy you did at harvey!
