First off, if seedbanks didn't work then how do you think that we growers here get our seeds? The whole point of the seedbank forum is so that you can see the names of banks we growers use, and we wouldn't use them and recommend them if they didn't work!
As for legality, it is illegal for you to have viable (that means will-grow-into-a-plant) seeds in the US. There is nothing at all illegal about you ordering them from somewhere else, but once you have them in the US it's against the law. The worst that would happen is that customs would find the seeds, and then send you a letter saying that some mail for you didn't get through customs. Not a big deal. Plus, good seedbanks will work with you if something like that happens.
