Well whoever told you that a male marijuana plant can produce "buds" or flowers they are either fucking with your head or extremely uninformed.
What you are probably talking about is shitty seeded weed. That weed was pollinated by male pollen and the female plant produced seeded bud. Males can't produce seeds by themselves.
If you were to cut off the male pollen sacks on a male plant you would be left with leaves and branches, no "buds" or flowers to smoke.
There are hermaphrodite plants however that show both male and female sex organs.
