the cf's r ok to start a few seeds with or get a few clones rooted but they r not strong enough to light the size of box u have. if u can get a 70wHPS or even a 150 then get it, u will get a much better grow with that than the 3 cf's.
id start the seeds under the cf's, then later add the HPS still keeping the cf's in ther 4 extra blue light during veg and just extra light during flowering.
make sure ur box is well vented and if u cant keep all the lights in ther then lose the cf's b4 u lose the HPS.
1 more thing, i think the "ecotone" light is a warm white as opposed to a cool white, (more red than blue) if u get any more cf's or u replace these lights then try and get cool whites, the reason being that they r better 4 rooting, cloning and vegging than warms and anyway if u get a HPS that will give u all the red u need.
