Go the fuck outside! God . . . when your rents go to bed, *go outside*. You're neighbors won't be peeking out their windows into the dark at 11:30 PM k? Just smoke as much as you want out there, go back in, maybe take some listerine but really if they won't come close you're good, and just chill and listen to music and pass out. It's not that hard.
