No, the plant will grow higher (if not tied down) -- the new tops and branches will grow higher than the node that got snipped. But instead of one stalk growing a foot above that node you'll have two or more that grow only a few inches above that node.

Don't wait until the plant has reached some maximum height before topping/fimming, start earlier and use these techniques to control the height as you go (grow).
