not tryin to downplay it but theres alway incompentance in beuracracy, and coruption takes advantage of it,(i know i cant spell, ok), its been going on forever, thru presidencies of both parties, even other countries have similar problems. im sorry it is neither shocking nor suprising, hell its almost expected. yes it needs resolved but it dont deserve the news attention its recieving.
