Any water that is left exposed to the heat from your grow lights will rapidly evaporate and add to the humidity levels. if u cant get your rh up u can buy a fogger or Get a Humidifier with a shut off mechanism that will shut it down at a specific humidity... 30 - 50 bucks, Add a bucket of water int the room under the light and let it evaporate or buy a cheap humidifier at walmart for under $30 then you can regulate it.
