Nobody has mentioned Craigslist. I got a 1000WMH for 75 bucks!!! Everything included and already connected just have to get a bulb. I also got a 400WHPS off craigslist for $40.00!!! WITH BULB!!! JUST PLUG AND PLAY lol. Hood is a little worn but hey.

so definitely check it out. the L.A. one almost ALWAYS has a light or ballast or something.
