The universe doesnt need stuff outside of it to slow it down.
The gravity of everything inside the universe will eventually cause the universe to contract (assuming the universe is finite).
Our two options are:
the universe is infinite and eventually everything will have too much distance between it to survive, and the univers basically "ices over"

or the universe is finite and eventually a contraction occurs and everything dies when that happens
