Well, it is still illegal because no president will want to be the one to propose to legalize or decriminalize it. Its illegal basically because drugs are bad because they are illegal and they are illegal because they are bad. Presidents like Bush like the classic American past time of hot dogs at the fair and the American morals of freedom and all that, why would he want to legalize marijuana, it is just ridiculous. The government is run by rich white american men basically who when they think of weed, they think tie-dye shirts , LSD , shrooms and whatnot. There's more reasons but I dont feel like explaining all of them.
