I've got a friend who said she smoked some really potent bud for her first time out of a big bong, and she watched the digital clock stand still for a long long time and then it jumped 6 minutes forward, like time had stopped for a while then caught up to date. I thought it was interesting.
I think that it is also possible for people who are determined enough to be able to control their perception of time, to slow time, etc. etc. But I'm not too sure overall.
