You're lucky you hadn't smoked and kept your cool. What you were doing was definitely suspicious, but not illegal. The key moment was probably when he asked about the marijuana. That means he probably suspected you of possession. But since the car didn't smell, you had explanations for everything, and you looked him in the eye and said "No," he probably couldn't really do anything. Good job. Cops can be super intimidating, especially when you have weed in the car.
From my personal experience, though, it usually isn't a good idea to smoke at the top of parking structures. There are usually patrols set to check up there at least once every two or so hours. I, for instance, have been busted once at the top of a structure and talked to by the police at least another 4 times. Now, I just blaze in my dorm or friend's apartment. Blazing in a car just isn't worth the risk to me anymore.
