They get this bullshit stat from more and more ignorant kids trying weed at too young an age, and they get high and start thinking they're dying so they run to the emergency room.
Is there anything wrong with them? Of course not, they're discharged 15 minutes after they enter. But it still counts as a "marijuana related ER visit".
I saw an article saying "Teenagers rushed to emergency room after consuming marijuana brownies". These kids had never been high before, freaked out, and told their parents, at which time they were taken to the hospital. There was absolutely no medical danger at any time, and they were laughed out of the hospital. To someone reading the headline, it looked like kids had almost died after using a dangerous narcotic drug, which is absolutely false.
