400W HPS not ideal for vegging plants.... use Metal Halide or CFLs in the correct spectrum to supplment the HPS. More than enough light for 1-4 plants depending on size. Easiest way for a grower to get busted is by telling people... a small-scale grow won't increase electricity enough. Multiple plants mean you will want to upgrade to a bubble-tub (plastic bins) with multiple plant sites drilled in the top. GH Nutrients are good but the best bet is searching the forums for good hydro nutrients.
