k if your driving down the road doing nothing wrong at all and he stops u and is like i needa search the vehicle he does'nt have the right to do so, but if ur like "no" then he'l probably get all smartass on u and try and convince u otherwise, unless he had reasonable suspicion he is not allowed, and second question yes he can, thats loitering, but thats if ur on dunkan donuts property and you are actually loitering instead of just passing by. other wise no.
