Im almost certain that regardless of available light, most plants will still have to reach a certain maturity before the will start to flower.
Although, with your case it seems a bit strange. The plants already being 6 to 7 inches tall should be pretty close to the right maturity. I know people that have done 12/12 from the start with clones, but not with seeds.
I would let them go another week or so, of nothing happens try 18/6 for a week then go back to 12/12. That will definately resolve the issue.
