They're "Bud Worms." If you find these before they flower you can kill them with BT. You can still get 'em after flower but it's a pain. Use the BT and hope they didn't eat too much. You'll need to get a syringe and squirt it right into the bud. Make sure to get under the leaves as well. BT is a bactiera which kills the Bud Worms when they ingest the plant. It's organic and harmless to humans. More importantly, it leaves no taste on the plant.
